The fact of cuteness/attractiveness being somewhat separate categories aside, I'm gonna say the same thing I said in this thread - it's impossible to name one after watching a substantial number of shows.
As far as currently running shit is concerned (the one I'm familiar with at least) Mio(K-ON)/Octavia (Tears to Tiara) score bigtime in their respective moe/hotness devisions.
Few of my all-time favs are in my sig but I could easily name a dozen more.
