I don't think I can pick one character as the dumbest most characters are dumb. I find all male characters that don't just admit they like the girl as some dumb mofos. So as you can see in my opinion most people in anime are dumb.

Kenji isn't dumb. Harima Kenji is the coolest mofo out there. So he didn't like certain girls, so what? He already knew he had them in the bag - Tenma was the grand prize he wanted.

Rin from Shuffle! is dumb - he ignored the girl that took care of him treated him like a king while he dated every other girl in existance to figure out who should be his wife when he had one already the whole time.
