I voted for the non-Cloud guy because Cloud probably would probably only be halfway through some whiny monologue before being cut in half and if you have to nerf the guy in order for the competition to be "fair" then he's clearly the more powerful of the two.

Honestly though, probably 00 Raiser. Cloud's materia setup may affect the outcome slightly. But since you specified JUST Cloud, and none of his other party members, I'm going to have to stick with Raiser.

To top it off, 00-Raiser can quantize and can go into space whereas Cloud can't do any of those.

kinda strange but i'll go with 00 raiser b'cause can attack from distance and there's no way cloud can reach 00 in air without any help.

Its Cloud he was involved in killing several giant WEAPONS (Those BIG monsters that were really hard to kill) Im sure he could put up a fight against any Gundam

The only gundam that can defeat 00 Raiser would be Setsuna's new 00 Gundam and Strike Freedom...
Anyways all Setsuna has to do is use 00 Raiser's beam sword and Cloud will turn into a cloud of clefairy dust and GN particles.
