How come it's so hard to get licenses? Isn't it only profitable for Japan to get closer to the western fanbase?
A lot of Japanese hentai companies are simply cautious about letting outsiders license their content. Part of it is from the possibility of reverse importation since Western releases are often uncensored and sometimes at a lower price (such as in the case of hentai DVDs). Another is that some companies are paranoid that they'll be persecuted for obscenity in Japan if they have a licensor release their content uncensored and it makes its way back to Japan (the developer minori is an example of this). There's also the fact that the Western market for hentai is perceived to be smaller than Japan's. This was especially true back when hentai first started getting licensed overseas, but it might not be as much of an issue today. Finally, piracy is much more common outside of Japan than inside, so many Japanese companies have the impression that most Westerners aren't willing to pay for their product and will only pirate it.
It's more compounded by the rise of the Japanese to pirate since anime prices are outrageous. Kinda like the pre 2004 us. I remember the ranma 1/2 season was a hundo apiece. Anime was sold by vol at 30$ old prices. They accept uncensored porn will make it, problem is owning uncensored isn't what the censorship police is worried about, its distribution and showing that their worried about. Black Market competition.
Money changes everything but still a lot of people have a Japoentric attitude. There's only like 3 publishing companies of hentai in the English west and one stopped and the other is dying because mismanagement and financial failures. Even had to combine their other branches since the main one lost there tax licences. Time will tell if TI would let hold of the foriegn market licences. Doesn't hurt them either way.
