Missing magazine chapter

I am a big fan of the artist Aiue Oka work ~Bullied Revenge Hypnosis~ and was anticipating its next chapter release in Comic X-Eros #70. They even promo it on the front cover. Yet it still has not been translated for 3 months. I was under the impression Fakku! had rights to everything published in these magazines. Is it because the artist dos not wish for it to be translated and published? Or some other issue with not censoring the chapter?
