Those are some pretty good cosplayers there. The D.Gray-man caught my attention.

Suzumiya and Asuka by KiPi, another well-known cosplayer. She's definitely got anime eyes, imo.

The hair and even the ruffles on the shoulder match. It almost looks as if the image was drawn after her. XD
