Selling Items at Cons

I've always been curious about selling items at cons.
I mean, people always make items or draw pictures of already existing characters but how is it legal?
Plus, what is the process one has to go through to sell these items at a convention? Any paperwork?

Just out of curiousity.

As long as your selling in the "Artist Ally" side, it's perfectly legal(or ignored, not sure which) to sell artwork featuring existing characters from anime.

As for the process, check the con's website for the Artist's section, or contact them about it through their email.
