Since those threads are poping on a rather regular basis for long, "my" (and others' as 623 and all folks) guess would be that the Fakku interface may miss a tiny something to be more intuitive.
Doing something might save the time and feedback for newer questions and all. Sticking a thread might not suffice as I imagine this question is probably never researched through the Fakku forum engine as well elsewhere -- otherwise, there wouldn't pop again and again since it is as well answered/resolved on regular basis.
To be honest, a stickied post or an faq or a button with what to do wouldn't stop them. Many of the posts come from lurkers, who don't really care to look for things, just make a thread and bail again.
No offense to the lurkers that aren't like that.
Most notable example of that is the recent ordeal. 90% of it was lurkers complaining about things that had been said fairly often around the place, and in stickies, but they made threads or complained anyway. It helps a bit, but not a great deal
