Any chance to see notifications fixed?

Ever since the new setting for "Popular right now" was added, I've received notifications for topic replies despite having these turned off in the settings. Made a thread about this already last July, but nothing so far. Considering how I get notifications for most users but not for some, it seems most likely that the system is for some reason checking their settings instead of mine. Possibly for other notifications as well, it's harder to tell for those I have enabled but others might not.

And while we're at it, how about fixing the post link anchors as well? Proposed a solution for that problem more than a year ago as well.
