The recent user departure seems like it was due to the user not being able to take said jokes, which is unfortunate, but at the same time, ultimately their decision to leave. No one is forcing you to post; if you want to just get comfortable first, try lurking without posting to get a feel for the atmosphere here, or post in Chat Topics for fun.
I'm in no way condoning serious bullying: if you don't like what people are saying about you in a thread, calm yourself, and just depart from it. Short of you (in thr process of speaking on the forums) breaking the rules yourself, there's nothing that they can do to YOU that will get you banned. Worst that can happen is some minus rep, but that's just e-penor anyhow.
In short, think of IB like /b/: there can be rules, but it moves fast enough that they are often not strongly enforced except in severe cases.
