all i keep getting is do i want to download said file, and when i do i open the file and it goes back to the download file page i began at

What I'm getting is, you actually downloaded the file, and when you open the already downloaded file (on your HDD), it takes to to the download page on your browser. Is that what you were trying to convey?

I am guessing maybe he saved the download page and not click on the actual link to download the file?

well, this is a "usual" problem in my book
If I ever experienced this, I always clear my cookies, restart browser or restart whole PC.
