Possible Profile Issues

I noticed in the last few weeks that I am unable to see what users are "Offline" or "Online". I also cannot give reputation points to users as well. There are some cases where the statuses come up, but then disappear when I refresh the page. The only time I see both my status and reputation is when I create a new thread. From there, my status tells me I'm "Offline".

That part is buggy, but the rep is locked until you post count is 15 i think.

It was there when I signed up the first two weeks. Unless the rules were changed or the system realized I didn't have 15 posts. Can anyone clarify this?

Edit: Maybe that was true, I can now give rep points. But I'm guessing the status is still buggy?
