Requested change to e-mail domain check

Nice idea and all, but it might be a good idea to set it to work only when someone changes their address? I'm currently unable to change my avatar simply because my site is down at the moment and therefore I get the "The domain of your email address does not resolve (i.e., it appears invalid)." error message.
