From what I know, the huge delay was due to some company related problems; seems like the original director suddenly announced he left the team producing it all of a sudden. Furthermore, they also halted store sales of the episode, at which the sales soared (sounds like a marketing ploy to me). So for a while rumors circulated among people that there might not be a second episode.
But all's well, since apparently they found a new director, and the second release is scheduled for release in June this year. I'd expect delays though.
As for censorship, as syz said, it's to do with licensing. Unfortunately, there is little chance of seeing an uncensored version of this OVA. Japanese adult animation companies are increasingly reluctant to dish out licenses to US companies for their adult anime, due to loss of sales. It is very, very expensive to buy adult anime in Japan (unlike normal anime, they can't exactly broadcast it on TV publicly, so production costs are wholly passed off to consumers), and so what otaku do is to wait for the anime to be rereleased in the US, where it is cheaper to obtain,
and uncensored. Certain companies like Milky (animators of Bible Black) have decided to reject all requests for licensing. And, with all the rampant piracy that's going on lately, it's not helping the situation at all (which is why I keep telling people to buy stuff directly from Japan and support them).
This is why all the recent uncensored anime suck. Japanese companies are charging such exorbitant prices for the licensing of quality adult anime that US companies are very reluctant to buy the licenses of said anime, and instead resort to the shitty anime you see today. Unfortunately, with gems such as Resort Boin, Renketsu Houshiki, Sora no Iro Mizu no Iro, Kafun Shoujo Chuuihou etc., unless the situation changes, the likelihood of seeing uncensored versions in the near future is very, very low.
