Based on the wishes. Normal Mahou Shoujo don't get regenerative powers anyway.

So based on my OoC perspective, I can infer that Haruna(?) made a type of wish that allows her to regenerate to an extent.

Yes. She regenerated her arm.... or healed it back into existence.

Any Mahou Shoujo can do healing. But regeneration is a different thing, my dear.

It can be, yes. Or it can also be healing, like casting a spell or something.
