In our work place the management always takes the two Christmas weeks off but they still give the regular employees the time off thy're entitled too. So I always make sure I take a week off in-between Christmas and new year since it's a dead period and they can't object to that.
Which is why I don't understand your patterns.

Where i work the manager sorted it out so everyone who worked Christmas eve and boxing day would get new year eve and the 2nd of Jan and people who didn't work on Christmas worked on new year eve and the 2nd.
They tried to do it so people with kids got Christmas off
