I honestly have no idea. I'm not good when it comes to specs.

I just want the best and fastest running pc I can afford.

Money won't be an issue since I'll be saving weekly.

pc for gaming or Photoshop/media desiign/viideo editing

i would go done the AMD route as they get better performance on multi core

Okay. Out of the four lists, which one would you recommend for me?

i tend to like intel, but the AMD threader has gotten very good benchmarks for mutlicore performance,
they tend to work better with photoshop, CAD, video editing, while the intel get better marks for gaming.

ig gaming is gonna be the main use, i will go towards intel i7 or the i9
otherwise i will go for the AMD builds.

bare in mind you can change the GPU, some rumours coming out that nvidia will release an GTX11 series, which is basically the new 20 series but without the ray trace.
plus it comes down to fan cool or water cool,
what will do is wait closer to when you come to buy and build

Well, what amount should I save up for til then?

if you over the top build, go for around $4k
but average top end build about $2k

i would save around $3k.

also look at some some reviews for the different parts and edit the part list from links i sent you.
AND will be cheaper than Intel, per core count.

when i did my build i picked top end main stream parts, plus how some of the parts look.
if you go towards RGB lighting that will add $$$.

i used part picker to add up all parts and see how much it will cost and replaced parts after i did some reviews on different parts.

my pc cost around £1500 which is around $1900

hopefully when you come to buy your parts, prices would stabilise by than.
when i bought my CPU it cost £315, but last month it was £400+, it had gone down to £350+
GPU prices are over priced. so is RAM
