Well bye the time it's done going through EV training it would be at least Kirlia, my Axew was done by 23 or so but it only fought Basculin and Patrat/Lilpups, Ralts will have to fight stuff at the tower with the ghosts which are generally around 25ish I think so probably be Gardevoir by the end of training.
