Yeah, I just realised that this comes off as a bit of a brag topic, didn't mean it to. Just a sec, lemme fix it.
And yeah, wanting to mess with it is a decent part of it, also region-free, ROM hacking (model and texture swaps, text editing, fan translations, undubs, and hopefully eventually Smash 4 minus) and I'd be lying if I said that this:

First, no matter what, your 3DS's firmware can't be any higher than 9.2 or else you can't do anything at all. You can check your firmware in the 3DS's system settings
As of now, the only non-way-overly-complicated-and-risky way to do it is with a flashcard, although the new 9.2 exploit is available for free and can be run even without one.
However the flashcard company that developed it (Gateway 3DS) sort of DRM-locked it so that most of the features aren't available without the card, so all you can do without it is:
backup and restore your firmware (but you can't restore if you update it to 9.4),
backup cartridge games,
backup and restore saves,
and perform a risky firmware downgrade operation (Although through the FW downgrade it is possible to play some games, but note when I say risky I mean that there's a certain risk of completely bricking your 3DS).
It is possible that eventually someone will reverse-engineer this exploit so that it can be used without the card, but that probably won't happen for quite a long time.

Haven't played a 3DS is ages, and the only title that I regret not having played is Beyond the Labyrinth.
I don't think Capcom's quite done yet with the Monster Hunter series so yeah, maybe you'll have that to look forward to (I think I saw 4G announced in the West recently)
EX Troopers is a third person shooter game for the ps3 and 3ds, belongs to the Lost Planet series. Never got localized.
