Usually because the ecchi and fanservice are the focus and the same, tired situations (walking in on showers, wind blowing skirts up, girls tripping and falling on MCs face) can only happen so many times before getting repetitive. And when the series tries to continue to cash in, they need a "plot", which can then seem awkward when juxtaposed with pseudo-porn.
And if it's just a slice-of-life series that drags on, well, it's just a slice-of-life with fanservice which is typically lamer because it has to set up situations in which fanservice can occur. Not to mention the MC has to be retarded and reject the 10+ female characters' advances since the shows aren't full-blown hentai.
That's usually why they're seen as being bad.
