Well, Oregon has very good student financial aid, plus if you need to I could help you out, being a veteran of the processes here. That is if you don't mind the weather changing every five minutes. I'd recommend a lot of states, but probably not Texas right now - Washington, maybe even other places in the northwest or mountain time zone states.
Colorado used to be pretty bad, but now the potheads took over so it's a little bit more crazy than it used to be - still less dangerous than texas though. Most of my relatives live in Colorado, so it can't be that dangerous - they're mostly poor and none have died there yet (out of the ones younger than 70)
In the end, it's up to you where to go - but here's some numbers from well-known colleges in Oregon:
Portland State University (I went there for a few terms, it's a really nice University in Downtown Portland - probably the most popular in north Oregon.)
In fact, I'm going to stop there because Portland State University is the cheapest in Oregon and I know you're on a tight budget. If they don't offer a program you want to take classes toward or a degree you're seeking, ask me in PM and I'll give you links to other universities with those programs later. There's a good reputation for OSU in tech-related fields and University of Oregon has a good reputation for most other fields, especially sports and physically-intensive fields, though.
I wish you luck in finding the college and state that are right for you, bro. Take your time and if you need to, save up for a while. It'll be worth it to choose the right place in the end ^_^
