Personally, I believe they can be different genres, because it's different levels of immersion and gameplay styles coming into play. For instance, there's probably a reason why barely any first-person game has an actual cover system that stays in the POV, whereas it's a pretty much a compulsory feature in third-person.
Gameplay styles and mechanics between Third and first person games are different, I will say that.
But fundamentally speaking, I still think they aren't very much different. Zooming on the camra in a racing game doesn't make it a completely different game.
