What the Protect act says:
As a citizen of the U.S. in a foreign country outside of U.S. Law...
Less then 12 = absolutely illegal
12 years = only if your 16 or younger
13 years = only if your 17 or younger
14 years = only if your 18 or younger
15 years = only if your 19 or younger
More then 16 = absolutely legal (whether or not it's legal in that country is a problem for their courts to settle; the US will do nothing in that case)
And it takes several years to become a citizen of another country; you can permanently move there, renounce your citizenship, and you STILL would have to wait several years (the exact number changes per country).
I was saying you were wrong about it being impossible to have consensual intercourse with someone under the age of 18, but you can go as low as I said above in other countries, without losing U.S. citizenship.
