yes, but people tend to associate the word with blacks and its use during a different time period. Same with gay when it originally had a different meaning, but it is now associated with homosexuals.

Nah, I think he was just saying "I hate political cartoons" and I was taking it as "I hate you for posting a political cartoon", so it might have just been an over-reaction on my part.

OT: People like to get offended over silly things, and it being vilified with mass media continues to make it offensive to people who pay attention to that stuff.

The only place I can think of where it would be really inappropriate would be, like, a class essay, or a medical thesis, and even then, I think you can pull that off with some creativity ("...and with that, this niggah, Alexander Fleming, discovered penicillin").

I think the word in general is just garbage. Whites used it in the slavery days and then black Americans used it on themselves. Also white teenagers use it as if they are cool for saying it. Personally I don't use the word, I use words like "Buddy" or "Dude". I never saw the word as something positive no matter how much anyone tries to justify it's usage.
