To me it was definitely cuteness.
At a young age, probably 10-11 I started finding myself looking at various females such as Misty(Pokemon), sailor moon, and Roll (Megaman). (beginning of physical interest in females)
I generally would then look for various hentai that generally contained child-like characters based on the what I was watching. Ofcourse, being the curious kid that I was during this time I would also attempt to look at "regular" porn, but this was generally met with fear and distaste. To me real porn was fairly disturbing and watching real porn made me feel "dirty."
Latter on when I was ~14 I was watching adult swim when I saw episode 38 of Eureka Seven. To me eureka was amazingly cute in this episode, and at that moment I decided to devote a portion of life to becoming an otaku. I would say Eureka was sort of my first love. haha
I started looking up cute anime, and included kawaii in all my searches.
I believe Kashimashi actually sealed the deal for me, latter followed by KnJ, another level up.
After this I learned the term loli, and from there I was pretty much a "lolicon".
As for why... It is 100% the cuteness factor. To tell the truth age doesn;t matter at all to me, it is only a way to describe the physical characteristics. If age mattered I wouldn't like the various Touhou characters.
As for the personality of the loli... To me this is really a non-factor. Inexperience or lack of understanding isn't a major turn on for me, though it doesn;t really bother me either. It is a "mood" setter and does make the minor "story" in various doujins a bit more interesting... though completely misleading in a creepy way is generally a turn off for me. So, yeah I am a fan of consensual loli...
