Looking someone with both talent and experience. Degree wise, he passes (not considering other factors). But does he have any experience of leadership? This is a head position I'm talking about.

Nah, management is a tad bit different to leadership. One who can lead usually have the capability to manage his people. However, someone who can manage people does not necessarily have the ability to lead people.
From what I learnt, Leadership is a characteristic essential to be able to manage people, along with other characteristic. But, you've been in work force much longer than me so I wouldn't insist I'm right, just stating what I know.
