Yep. Pretty much, basically, a member would report a derepped post, then one of the members who can use rep would come to rescue, OR SOMETHING! But I think we shouldn't bother with the posts which really deserves dereps. Although, those dereps usually take place on other forums and not here.

Well it might be a bit unneeded, rep doesn't really mean anything although I suppose that some people put more stock in rep than others do.

Yes they do, even if it doesn't have any special meaning, people gets hurt if they are derepped, especially if its for no reason. Although, maybe we don't need it after all.

Well it depends on the person, some will be annoyed by it and others won't. Guess it's just different circumstances for everyone.
