No, those girls on the back cover are in the book (I've been the one editing the book). I forgot about the laws sometimes stating in countries that even appear to be underage.
It's never explicitly stated whether or not the blonde in the yellow shirt is underage, or at least I can't recall off hand. Both the male and her do look young though.
I had originally assumed you were talking about the headphone girl, who's actually in a uni class. One of those "looks loli but is a uni student" girls.
Actually, your right, now that I give it a closer look, I see their features are quite mature, they only look loli at first glance (though that probably wouldn't mean much for the risk of the package getting rejected).
You know what? Screw it, the chances of my package getting inspected are slim.

Good job! But yeah, I know some people I went to high school with that live in meth labs. Also, downtown Portland is crazy with homeless people randomly asking you for meth.
