I've noticed this too. But I'm not 100% sure of their motivations. More than likely they fancy themselves "trolls" because they manage to annoy people.
Either way, those who leave because they're not welcomed and those who stay to disrupt are equally unimportant.

It meant something to some people. Not everyone who contributed, made content and helped around the forum cared about rep. Some just did it for the sake of doing something fun/cool/productive. If you don't like it, you can literally ignore it.
