Most likely yes the quest that unlocked the windstride point for me just popped up as a letter on the quest bar when I logged in.
I think.
If not I picked it up in the city with all the crafting stuff in hogshead(that's where the quest sends you to unlock it)
Edit: hogshead hamlet I think it's called
