Depends on background subject matters and does it draw the eye away from the subject. That why i love the 1.8f len. Too bad it a film lens. Adding depth of field.

Yes. Lower the f-stop blurs the background and closing the aperture makes the outer ranges of the back ground become more focus. Depending on the focus distance.
