They treat it as though you just pop down to the shop, buy the paint, go back home and then just put it on the walls. Oh yeah, you could do it that way, but you'd be doing a shit job. Don't they realise that, if you do it that way, the paint will only chip off the walls in the weeks/months/years afterwards? How about the tape for the skirting boards, and potentially, the coving? Let alone the covers you have to put down all over the place to prevent the paint from dripping onto anything.
No, if you want to do a goob job, use wallpaper. Gives a smoother finish than using the walls directly. The paint doesn't chip off. The corners of the room can be given a rounder edge as well. It just looks better in general. It also means that the next bastards that live in the place can easily change colours as well if they wanted to.
