Long story short, it's a half of DELPHI. Google it if you want. It's dismantled to give way for the LHCb. The cylinder is actually the beam pipe, going outwards for the tracking system, electromagnetic calorimeter, hadronic calorimeter and so on. Standard particle detector stuff.
