they were, then he re-posted all his stuff in other fail file hosts that aren't banned.

Heh, you don't know the whole story. Before, when the filter was actually working, he used URL protectors to post his failmatrix links. Then, when the filter wasn't working, it was hotfail/failmatrix galore in the anime upload section. Then, AFTER Jacob deleted his posts in the C78 thread and updated the banned file hosts lists, he STILL posted filesonic links in his doujin upload thread. Why he's still allowed to post is a mystery to me.
