I can argue else wise, mostly because it is my own opinion. The other reason is because of the fact they they can be considered heroines themselves. You are right though, that even if the F/SN heroine set isn't complete, Flaser could still get another claim off of the fact that Rin and Sakura are siblings.
The thing about Rider's om being Sakura and not Shinji, escaped my mind... or I just forgot about it.
If I may throw in my two cents about the claim...
From my understanding, you, Zandorf, are making the argument that the set is not complete because the 'F/SN Heroine Set' should contain Rider (and possibly other characters). Here is why I, as well as a few other people, think your reasoning is invalid.
In the Visual Novel, there are three routes. Fate, Unlimited Blade Works, and Heaven's Feel. The MAIN heroine of each route are Saber, Rin, and Sakura respectively. Now whether or not Rider, as well as other characters like Ilya, can be considered Heroines, is up to your opinion. However the MAIN heroines in the visual novel are only Saber, Rin, and Sakura. This is emphasized by the fact that Rider doesn't have an H-scene in the visual novel (or at least I'm pretty sure).
Although if you want even more of a headache deciding on what to allow PumpJack, I think I may have a flaw that might render this entire argument useless. Sabers Praetor's original claim of being part of the complete 'Saber Set' might be wrong. No one has claimed
Sakura Saber which could be technically part of the set since the 'Saber Set' is so vague in the first place. No one has claimed Saber of 'Black' or Gawain yet either, but I assume that's because this is the '(Female) Saber Set'.

Also I have a question about the 6th slot rule. If there is a set cast of lets say four characters, and I claim two of them, whereas the other two characters are claimed by other users, can I still benefit from the 6th slot rule? In the rules it states that you are not able to complete a set by yourself, but if you claim more than one character, or even the majority, of the set by yourself does it still count as long as there is at least one other user who helped make the set?
