What does this do, exactly?

It's a modified version of uTorrent, most of the bullshit you'd find in newer versions has been removed, including the reasons uTorrent regularly gets blacklisted by trackers and those silly ads under the menu bar. Aside from that it includes a few leeching tools which essentially allow you to minimize your presence. You can choose not send download or upload reports to the tracker, fake the amount you're downloading/uploading in order to bypass the limits private trackers set and so on.

I mainly use it because the crap that's been thrown in there since the creators of uTorrent sold out has been removed, use of the leeching tools are completely optional.

I'm sold.
