There's a theory that Letty cannot use her powers if there is no cold air around her yet Cirno could use it even in mid-summer heat, although Letty is obviously far, far more powerful than Cirno.
Have some research on Yuki-onna based from Japanese's folklore before.
and yes, it's quite logical that a Yuki-Onna cannot do anything in season other than winter or at least ... on snowy occasion.

A doll that has come to life as a youkai, she works hard for the emancipation of all dolls. Unfortunately, most dolls are unable to live as she can.
Medicine Melancholy is a doll youkai that lives on Nameless Hill surrounded by poisonous suzuran (lily of the valley) flowers. In Medicine's first appearance, Phantasmagoria of Flower View, she attacks the player with suzuran's poison for no apparent reason other than because they happened to be in her field. Because some of her attacks create clouds of poison in the player's side of the field which slow the player's movements and make dodging difficult she can be a very troublesome opponent to those that don't take care while near poison. Though supposedly not especially powerful or experienced among youkai, the fact that the right poison can affect even very strong people (or large numbers of people at once) makes her someone best avoided.Shout-Out : Her name comes from the Ray Bradbury short story collection A Medicine For Melancholy, while her backstory is also similar to a character from Nathaniel Hawthorne's short story, Rappaccini's Daughter.
Artificial Human/Living Toy : She's a doll that gained sentience.
Bad Powers Bad People : Played absolutely straight. She controls poison and is a genocidal Creepy Child maniac who rambles about how humans should all die and has no problem killing everyone who stumbles into her field.
Catch Phrase : "Konparo, konparo".
Creepy Child : Easily one of the creepiest character.
Madness Mantra : Given the chance, she'll lapse into rambles about poisons and their effects.
Cover Told You Nothing : She may be small, but her ability in PoFV can be considered one of the most annoying abilities that you may want to avoid if possible. Given childish thought and poison-related power can help too.
Nietzsche Wannabe : Harbors a fierce hatred towards humans, and will happily experiment her poisons on them.
Don't Touch! : Touching her will inflame your skin.
Doll Strings : Associated with Alice Margatroid in fanworks for obvious reasons.
Underrated : Though a playable character and opponent in one of the Touhou games, she tends to end up behind most Touhou Windows characters in popularity polls, and like Shizuha Aki and Minoriko Aki has become somewhat notable for her relative unpopularity.
Wild Mass Guessing : Is the little doll that follows her around actually her, and the main body just a puppet?
。 Mostly solved by now : since Kogasa's status as a Tsukumogami is confirmed by ZUN in that she actually is the umbrella and the body is fake, it is likely the little doll is the real Medicine and the big doll is an external body projection.
