My build is slow, but it works.

Philo + Heart of Gold > RoA/Rylai > Frozen Heart > FoN > Shurelya + Randuin's

ah, the gold items. yeah, the early game wouldnt be quite as good. FH is always a good item, and FoN definitely is Singed's item of the day, but Shurelya's is a bit of a surprise, as well as Randuins, I suppose you're going for tanky support, as well as Shurelya's active. Thats effective too, but if you have your ult, boots of swiftness/mobility, and ghost, you can pretty much catch up to them and run circles around them. Even more so since your support should have shurelya's by this point in time. You could also get Trinity force instead of RO or something for that extra movement speed.

It's really just for that extra armor.
It can be replaced with Thornmail or Abyssal, but usually the game ends before it's completed.

The full build usually goes at around 45:00.

I suppose your build can vary depending on what other people get. Still, singed's throw goes 100% with AP, with 300 to start, and he has a high base damage, so I like building him for power
