It's interesting to note how simply tone and inflection can turn something from grammatically hilarious to something actually correct.
In context of the picture, "Who am I?" would be the correct phrase. "Who I am?" sounds more appropriate if you were to address someone else- as if they just asked you, with a slight emphasis on the "I".
The second person sounds funnier, though. If you take the phrase of "Who are you?" and flip it to "Who you are?", it sounds like Engrish, really. Take away the inquisitive character, though, "Who you are" and add a little emphasis on "you"- and you've got an entirely different statement.
