The disaster of overflowing water doesn't exactly have anything to do with your view on the contents of the glass, in fact it doesn't even count as the content of the glass, since it only creates a mess on the surroundings of it.
And if you think about it, glasses always start out empty.
What does that tell us? A glass can never be filled more than it being empty, for example: Empty glass getting filled, and emptied again, makes two times empty and one time filled, so overall it's always more empty than full, no matter what you do.
You could start out with an empty glass and filling, for example (As long as it's <100%.), exactly 50% of it's content with water, sooner or later it's going to be more overall-empty since glass isn't 100% waterproof.
