Yes you can read here as far as posting your own work, I'm unclear. If you mean posting your own manga/doujinshi for everyone to read, I don't know. But there are other sections in which you can put up your own artwork or even write your own stories for people to read.

I'm not sure if I would be of much use as a tour guide, considering that I've only been here for a few days, but as a friendly face that could be a sort of 'spirtaul tour guide' for the sort of mentality you can expect from the forums... I would probably be awesome there!
It's cool that you are looking to post your own works. I know that there are plenty of writers here that post their short stories and novels. It may not be the most economic method, but you are sure to find some sort of audience.
