Not a terrible idea but what would the new users who feel they can contribute do if they have an upload?(good point trekkie859) Even if 98% of those uploads normally get deleted due to breaking some rule or being licensed material that 2% should still be permitted to post. Either way, jake will probably take a look at the suggestion and decide for himself but if you provided that solution it might have a better chance of happening.
If the post requirement is set to 15 posts, or something along those lines, it shouldn't pose as a major problem to the people who feel they want to contribute, they can just spend 5 minutes responding to some threads in Random or go to the Meet and Greet-section to achieve that.
Since flaggers usually don't post at all even a low post req as that would likely be sufficient to keep them out and away from everyones uploaded material.
This is the most common solution used by forums with uploaded material around the net, and it's proven to be very effective.
So if lurkers want to whine about it they can ask themselves if they rather have an open section with dead uploads or a losely restricted one with all links up & running.
It shouldn't be a hard choice imo.
