this pic taken from SC III, custom color for the char was permitted in this game, but the skin color was not avaiable, so this is fake? or any patch for it? imean for PS2 emulator of course.

It's most likely a patch or a game mod. I mean, if SCIII really had THAT in the original gameplay, it would've been a form of bad news sometime long ago.
