EDIT: What do I need to create an account with Evening Call? Hopefully, I don't get struck down by boos, but I took a VERY extensive look at their covers and they are just wonderful in every way.
Man, you had an absurdly good page; HOP and Ask covers are almost always eye pleasing.
As for Evening Call, I'm too lazy to write another long guide, so I'm just copy/pasting one I wrote previously. If you have any problems and need some other help, feel free to ask. Evening Call is definitely awesome. ^^
The first thing you need to do is register; I'll post a rough translation/description of the registration process at the bottom of this post. Once you're registered and logged in, you can add items to your cart. The Product page is the third tab (from the left) on the top. Once there, you can scroll through the pages. Each cover has some information under the picture, such as the price, artist, preorder range, payment due date, and when it's expected to ship. It's easy enough to figure out the preorder range, as it's the only date range in the information (ex. 4月5日~4月15日 would be April 5-15.) At the bottom of each listing, there is a red button. I can't seem to copy the kanji, but if it has two symbols you can place it in your cart; if it has four symbols, the preorder is closed.
Once you have all the items you want in your cart, you can check out. click the cart button on the side (カート) and you'll be taken to your order screen. There are three buttons at the bottom. The first (the brown box) empties everything out of your cart. The second (the file cabinet) I'm not sure on, but the context seems to be that it will save your order. And the third (the coins) will take you to the next step.
From there, it's basically an order review sheet. You'll see your shipping information in the first purple box, the second box has your order details, the third box you can apply points if you have any, and the forth box shows the points and EXP you'll earn for this purchase. (Points are 1 point = 1 yen and EXP contributes to your user level, which increases the rate at which you earn points. Not great, but a cool little bonus.)
This is probably the most important step. In the comment (コメント:) box immediately under all the information, put something along the lines of "I would like to pay with Paypal." They haven't integrated it into their site yet, and the only other form of payment they offer is bank transfer, which you can only do if you have a Japanese bank account. Then you click the blue button on the right (I think, it has been a few months since I've ordered.)
From there, you just wait a few days. The response time here has been hit or miss; I personally had a response in a few hours from ordering, but other people have had to wait a few days. You'll get an email notification telling you something along the lines of you have a new message (it might be all in Japanese.) Log into your account, and click your account name. This will show you a list of your pending/previous orders. Click on the underlined order ID number, and you should see a note in English near the bottom from the admin. It's basically asking you to confirm the final amount, since they have to calculate the EMS cost of shipping (whereas people in Japan get a uniform 500 yen per cover price point.) Once you confirm the total amount, they'll send you a Paypal payment link, you pay, they'll confirm your payment and tell you the rough shipping date.
Rough translation/tips for registration: First choose a User ID and advance to the next page, where you'll be met with the typical form. In order, it goes as follows:

姓 (last name, kanji) - For this, you can just type your last name.
姓フリガナ(last name, furigana) - Either just type your last name again, or figure out the katakana for it if you're adventurous.

ä½æ‰€ (address) There's a softcap character limit here. You can still type, but when you try to register, you may get an error and won't be able to continue. Try to shorten your address if at all possible. I was able to fit mine in by changing "United States" to "USA"
