I voted for Jackson. Jackson was without doubt, the King of Pop, and I'd go as far as to say the King of Music. Michael Jackson brought down more barriers than any previous music star could have ever imagined. Hell, we should especially be proud because if it wasn't for Michael Jackson, Japan wouldn't be what it is today. He is revered there for a reason, he had such an impact in Japan.

Don't stop 'til You Get Enough probably has the best music video ever, I think they use some of the same backgrounds from the video in H-anime climax scenes.
I can't say I enjoyed Elvis's music - wasn't during my time - however I think he's made a larger impact.
He changed the way music was forever. I mean, TV stations would censor him because during that time of age, it was obscene to be shaking your hips while dancing.
Technically, Elvis made it so Michael Jackson could dance the way he danced.
