well when you upload something it goes --> that way and when you download something it goes <-- that way so it shouldn't affect your download speed much, but if you surf on the net and stuff it surly might get slower, depending on how much you are uploading.

for what i've learned they don't affect each other
When you download, it surely will affect your surfing and other download speeds
