You need to overclock your CPU by entering your BIOS. I can't necessarily tell you how since it varies on what CPU you have also, what your BIOS is. So if you can tell me your processors model, and your BIOS, I'll be glad to help.

You shouldn't be asking how to do this because there's a high chance you have a factory manufactured computer..and they have their BIOS locked, so you can't OC them.

It depends on the BIOS. A lot of modern store-bought machines don't allow you to manually overclock your CPU, but they usually allow you to choose presets [most of the time you have Default and Preformance] but as previously stated by others, it completly depends on what make and model your BIOS is. After you make the changes, you should try to run a lot of programs to stress-test your machine. This will tell you if you have ANY instability after the overclock. If your machine behaves irradically, then you should undo the overclock and sadly, you'll probably have to deal with the current clockspeeds you have now. However, if you stress test the machine and DONT find any instability, congradulations! You have succsesfully increased your clockspeed.
