It's basically a metaphor for how crappy 4chan (or at least /b/) is now, since it's filled with 14-year-olds, people raiding other sites for no real reason, lame jokes, repeats that have been posted so many times that every person has seen them at least twice, and plain old shit.

It's an imageboard, with many different boards. You don't have to register or anything, and you don't have to have a name. In fact, in the Random section, otherwise known as /b/, you can't have a name. It's forced anonymity.
A lot of the boards besides /b/ are actually pretty good places. The comics and cartoons board, for instance, is a great place with a majority of friendly users. The most active boards, however, are essentially mini-/b/s. The anime/manga board, /a/, for example, is filled with users with the same elitist attitude as /b/ users, partly because a lot of the people who visit /b/ also visit /a/.
Oldfags tend to blame newfags for the shittyness of it, but really, it's always been shitty. It just used to have a more exclusive feel to it, I guess. also, a lot of oldfags seem to think that there used to be a point to /b/. But I think they just want to give legitimacy to Anonymous.
Point being...I've wasted my life.
Now I'm going to go start drinking.
Also, it seems like oldfags say that every new meme sucks, but all the old memes are, well, old and not funny anymore. They either berate the attempted new memes or berate the old memes for being reposts.
It's a sad cycle.
