Japanese Peanuts (?)

Where I live we have a snack called Japanese (Japanese style/type) peanuts, they are roasted peanuts covered in a hard crunchy shell of something, some people say that is flour along with soy sauce and other ingredients, others say that is only flour.
Well I am trying to make those type of peanuts for a while now without much success. Anyone there knows how to make it? I will add the address of a site with a pic of the peanuts.

peanuts, you say? i used to have peanuts allergies but now i'm a fan of peanuts.

They have these "Japanese Peanuts" just about anywhere I go...

I had them a few days ago (I bought 3 packets for $1).
Not really what I remember. I think there are different types of these peanuts.
