Ok another Question if He can transform from ryuki to den-o axe form then it means its not 9 kamen rider coz Den-o don't have primary henshin(like he must use this before the others, like Agito, Kuuga, and even Decade).,
Remember Den-o world, Den-O divided to 4 forms.,

In that world,Kaito(Diend) lost his pistol,and someone took it away .
When he 'henshin',he summon all riders to dominate the world.
So,that's why Decade and Kuuga will work together with Super Sentai heroes to get the pistol back to Kaito again .

I don't know exactly,coz it's still too far(maybe in eps. 25-27).
Now,I'm still trying to dig out about that information .
I got some pics at google to proof out that Kaito's gun was thrown out and someone stole it away .
